Temporary workaround for symlink_junction

symlink_junction_inner has been failing for mysterious reasons. This seems to workaround it on my local machine. However, this should be properly investigated and fixed. See #107884

Ok, I've pushed a less hacky workaround. Apparently using for_each instead of a for loop fixes it. Don't yet know why.
