This PR upgrades Intel SDE and Ubuntu Version to fix the SDE build bot. It seems that this was caused by a bug in glibc 2.25 that is fixed in glibc 2.26: https://sourceware.org/ml/libc-stable/2017-11/msg00027.html
The PR also upgrades the formatting, and we allow the stdsimd-verify build to fail because of #411 .
