Our latest release upgrade from xena to bobcat will be a multi-version jump again. This breaks all services' startup, because they refuse to start of the service version is older than 66 (it's 60). Therefore, we have to update the service version manually again. This reverts commit dbd549d and applies changes for bobcat.
While previously optionally providing the ability to have multiple nova-compute nodes serving the same Ironic conductor group, this is now deprecated. Still, there's a new check that validates the `peer_list` option is set and contains at least the current node. Therefore, we have to set it now.
