There are few places that check constexpt values to be "in-sync". For those static_assert suits better Signed-off-by: Pavel Emelyanov <[email protected]>
Validation checks are now SEASTAR_ASSERT-s, but BOOST_REQUIRE-s are more informative Signed-off-by: Pavel Emelyanov <[email protected]>

The test is not running seastar app, but just calls few static functions out of main().
This PR converts it into boost kind and uses BOOST_REQUIRE-s for validation.
