[release-v0.13] Update build strategy tools, update golang.org/x/net #1594

Changes

This PR updates the release-v0.13 branch to make its content releasable. I cherry-picked all commits that updated build strategy tools, and I ran govulncheck to fix go.mod dependencies and therefore bumped golang.org/x/net.
