Converted the blocked package to Kotlin, updated deprecated functions, swapped out RxJava for Flows, converted xml to compose, and swapped out the activity for fragments to be more in line with the other settings menu items.
Contact selection list & listener are not Compose style yet, but closer to eating the elephant if updates are on the roadmap.
Closed the earlier PR since this one includes its code changes. You'd have to code review basically every line anyway.
