Repository vs. project: review and define as appropriate

The source track refers to projects, but does not define this term. Further, several aspects of a project (in GitHub terms), i.e. issues and actions, are out of scope of the source track.

We should review use of the term project and determine if it's needed, or if repository is the more appropriate stand-in.
