https://smart-grid-use-cases.github.io/docs/usecases/crossbow/hlu02-uc02/#2-diagrams-of-use-case is a "mega" heading 2. Diagrams of Use Case that in this case includes 8 diagrams (and one broken image).

Generate a separate sub-heading for each diagram. Eg the first one should be
https://smart-grid-use-cases.github.io/docs/usecases/crossbow/hlu02-uc02/#HLU02-UC2-FUNCTION 2.1 HLU02-UC2-FUNCTION.

In addition, the right-side TOC lacks this heading 2. Diagrams:
