[1.16] bump moby

Description

• Unpin the replace of docker/docker -> moby/moby
• Bumped to v27.1.0 to resolve GHSA-2mj3-vfvx-fc43 and GHSA-gh5c-3h97-2f3q

Context

The changes are similar to https://github.com/solo-io/solo-projects/pull/7395 since moby can not be cleanly bumped

Testing steps

Build images locally via:

VERSION=0.0.0-test make -B docker-standard

Scan locally via:

VERSION=0.0.0-test make scan-version

Observe the final log line like:
