Compatibility notes

• androidx.core:core-ktx:1.19.0 requires AGP 9.1+ and compileSdk 37, so this branch also bumps agpVersion to 9.1.1 and compileSdk to 37.

• Temporarily opts out of AGP 9 built-in Kotlin and new DSL defaults to keep the existing Android convention plugins working.

• Updates workflow-runtime to the current KMP Android target name, refreshes the root dependency guard baseline, and removes the API 37 SHOW_IMPLICIT warning in the todo sample.

• Relaxes the shared JS exception logging assertion to accept platform-specific throwable names.
