Updates to resources docsify page

After the recent restructuring in #86, there are a quite a few "little" things that need to be corrected and/or updated, including:

Main Pages

• links in the first paragraph should jump to the relevant ID for more info (or ditch links in favor of TOC)
• Table of Contents should be above Additional Outlets
• meeting agenda text could say "on GitHub" and link to the issue page (cleaner)
• Stacks Governance section should be renamed Resource List and H1
• needs a section under Stacks Governance (Resource List) about research
• governance survey text needs to be more evergreen (no way to contribute any more?)
• github repositories needs to be updated with community repo
• github repositories links for resources/pm point to websites ?
• forum posts need to be updated
• license link results in 404

Pages from Subfolders

• all pages need clear nav back to main page and license info
• survey results could be split between results and analyses
• interview notes need basic heading and nav back to main interview page

Closing as all tasks were achieved and PR merged - there will likely be other "little things" in the future, but this was a good start!
