This PR addresses some basic restructuring based on stacksgov/pm#86 and separates the research/articles into their own folder.

I fixed some links. But the relative links in the survey results README are broken in docsify. I think there's a docsify setting that fixes this? Otherwise we need to replace these with links that start with /survey/...

@lrettig good catch! This looks like the setting that we need, and should fix the issue without having to update those links - we can do some testing after.
