Rationale for this change
datafusion-cliis excluded from workspace (which is kinda a controversial decision by itself), so mentioning the workspace in its Cargo.toml leads to errors.What changes are included in this PR?
Explicitly specified some dependencies versions instead of referring to workspace.
Are these changes tested?
Run cargo test over datafusion-cli.
Are there any user-facing changes?
Yes, user can now build datafusion-cli as a standalone binary. None breaking changes to public APIs introduced.
