Upgrade modelbaker library to benefit from latest fixes.

What was the issue?

If I understand it right @ponceta was trying to solve this warning

Warning: repository <http://models.interlis.ch/> ignored; java.net.ConnectException: Connection timed out (Connection timed out); Connection timed out (Connection timed out)

As a consequence of this models are missing and then the xtf is invalid

Only the change in this file https://github.com/opengisch/QgisModelBakerLibrary/pull/131/files#diff-a9e00a3bfd9bc040de24ae5974116ae6486031176e6244ad004c21537c21c401 could solve your problem. So could you test it by replacing the url in your own environment in this file to check?

Still I'm not sure if it really helps since ili2db uses afaik the http as well.

I got the following answer from interlis.ch :

  Es könnte sein, dass die Bundesverwaltung wegen einer erneuten DDoS-Attacke von letzter Woche gewisse IP-Adressen ausgeschlossen hat.

  Auch unser Monitoring-Tool unter [<https://stats.uptimerobot.com/Wlgq8XLQeA>](https://stats.uptimerobot.com/Wlgq8XLQeA) funktioniert nicht mehr korrekt seit einem Tag.
  Ich werde der Sache nachgehen.

Reading the model files from https is I think anyway a good improvement
