Some models were marked `compilation_xfail`: * Bloom * MNIST * TorchVision Object Detection * DETR This also adds configuration for Ubuntu 24.04 and configures the url for pip install in GH actions

Problem description
Testshas been broken for the past ~3 weeks, preventing auto-merging.What's changed
As a short-term fix, failing models were marked
compilation_xfail. Thecommon_repo_setupaction was also updated to successfully install PyTorch cpu-only packages.
