feat: Add dedicated TensorFlow Lite library download target for Linux…

… AMD64

- Create new Makefile target `download-tflite-linux-amd64` for Linux AMD64 library
- Update GitHub Actions workflow to use Linux-specific TensorFlow Lite library download
- Simplify library download process for Linux CI testing environment
