- Remove QoS from equation (may be added back in future)
- Unlisted partitions get default cost as 0
- Short circuit check to accept automatically if partition cost is 0.
This will mean that if the partition cost is 0 then users can ALWAYS
submit jobs to it, even if the user has used up the entire allocation.
