Revised the Survey Tool Guide for clarity and improved instructions on importing old votes.

Updated the guide to clarify the meanings of various item statuses in the dashboard and corrected a typo in the reporting section.
Corrected phrasing and removed unnecessary image.

Okay, I think I've finally fixed the formatting issues and rearranging content so that I could reduce the amount of reading vetters need to do. PTAL and copy edit as needed. If you think there are any other larger section changes needed we should probably finalize this PR and do that in a follow-up PR. |
