CLDR-16668
While doing #5818 I realized that this will not only improve consistency, but also make adding new units a bit simpler. We need separate lists, because of the order of initialization.
This could also be used to order the validity/unit.xml more logically.
Like other cases, if there is a warning or error, it tells you the option to rerun with a flag and produce results that can be pasted in.
