I think the expectation is that CLDRModify now runs automatically, so it's not expected to produce changes. This time it did produce changes, executed as follows:

I was going to ask if you used the inplace -I mode but this answers, no. I added a note to CLDR-19716 linking to this PR to investigate. It's possible the -I mode doesn't write if only whitespace changes - that's my best hunch right now.
