Check the rapid-gossip-sync-server url passed in by the user, prioritize it, and switch to the official ldk service if there is a problem.

For the caller, MutinyWallet::new passes in the user_rgs_url parameter.

Waiting for self host's rgs server to be ready, replace the following:
- Network::Bitcoin："https://rapidsync.lightningdevkit.org/snapshot/{last_sync_time}"
- Network::Testnet："https://rapidsync.lightningdevkit.org/testnet/snapshot/{last_sync_time}"
- Network::Signet："https://rgs.mutinynet.com/snapshot/{last_sync_time}"
