pi-web-agent fails to install

Expected Behavior

Service installs and starts

Actual Behavior

The installation fails with a2dismod not found.
If that is fixed by

sudo apt-get install apache2

then pi-web-agent fails to start with a config error
(comment on line 42 of apache config not expected).
After removing the comment everything works

Steps to Reproduce the Problem

1. Install on a fresh raspbian
