Added the ci_v7x module. Compared to the ci_v6e module, only the runtime_version is different. This part could be merged into a single module in the future, but due to the module naming and uncertainty about whether the startup scripts for both will differ, a new module folder has been added for now.
It references bm-infra and uses the naming convention discussed previously. However, a terraform apply has not been executed to test it yet, as there is currently no project available for creating v7x TPUs.
Before testing, please add an agent queue named "tpu_v7x_queue" (or another more suitable queue name) to Buildkite.
