- missing libss (and mk_cmds) in modern Heimdal
- unsufficient portable functions usage
Unless otherwise SS_OBJS is set only for the case libss is used, unwanted 'mk_cmds' will be invoked.
Portable functions are prepared but used not enough. At least, it result in build failure with Heimdal Kerberos implementation.

It should be used in lib too.
