Also, update Readme with steps regarding semantic version releasing

Part of work to update dependencies (specifically node-sass) for:
US151517 - Upgrade the Node version used in Lessons to v18 from v14

Follow-up to: Brightspace/frau-sass-importer#13


          Make initial changes to migrate to GH, use Node v18 and publish to npm
