Fixes ValveSoftware/Source-1-Games#4912
I have also uploaded the necessary changes to the talker script files, It is just one changed criterion but I've organized the cart section and made some changes to some cartmovingforwarddefense criteria, since some of them have voicelines that don't make sense, you can check the commit.
I've made a similar pr in another repo, which also enables responses to be played for BLU when not pushing. You can check it here mastercomfig#35
