Summary

Remove the scheduling-instatus-maintenance skill from this repo. It has moved to its canonical home in certified-infra (hypercerts-org/certified-infra#2), where a single unified skill now covers all Certified services (ePDS + group service) on the shared Instatus page.

It's cross-service operational tooling and doesn't belong in a per-service application repo — keeping per-service copies would duplicate the mechanics and let them drift.

The .mcp.json in this repo is untracked (local-only), so it's not affected by this change.
