Copying study data can be done by first clicking this button.

After clicking the button, a modal will appear containing all submissions that the current user can view. Clicking the "copy" button will copy the study information of the selected submission into the current submission.

This change refactors the initial submission list, so testing should include ensuring that the functionality of that view is intact.

@mslarae13 I've added some screenshots and a recording to demonstrate the initial approach. Let me know if this is an acceptable way to do copying.

Moving to backlog. Mike produced a great resolution, but with further discussion it was decided there's other details to work out before deploying.
Revisit when subport v2 squad starts
