How should we be set up? CMSgt Hellesen had a vision of:
Tier 1: Squadron/Group KIMC (K shred mostly)
Tier 2: Wing KIMC (mixture of K and Z shreds)
Tier 3: MAJCOM/HAF/Software Factories (Z shreds mostly)

A software development group (CDG) with 3 aligned software development squadrons (CDS). Each software development squadron would be given a mission directive for AFIN Operations, Cyber Offensive Operations, and Cyber Defensive Operations. Each squadron would be split into OL (Operating Locations) at key mission areas. CDG would maintain OT&E (Organize, Train, Equip) responsibilities while OLs would be operationally aligned to the supported command. Other CDG units would include a range squadron, a software testing squadron, and a software contracting squadron.
Legacy software maintenance, software testing, and general software development is left to contracting. 1D7X1Z are used for operational rapid development. Our value is in our ability to maneuver as a force. Maneuverability in the software development framework is our flexibility to deviate from design specifications, and from project to project. I see our future as Operational Cyber Developers. We'll bring rapid capabilities to an ever emerging battlespace and equip Commanders and operators with tools at the same or faster pace than the changing environment.
I want to align blue-suiter programmers toward operational missions. No longer aligned to administration, in-garrison projects, or service-related issues. We should be aligned to JTF Commanders, COCOM Commanders, and the warfighter. What tools can be bring to Air, Space, and Cyberspace today that increases the lethality of the force?
